Government of India scheme
PM Surya Ghar: Muft Bijli Yojana
This page explains the central rooftop scheme for residential electricity connections. It is not an approval, and it is not a promise that every application will receive assistance.
Scheme details are subject to current MNRE guidelines and applicable government notifications.
Central figures below were checked against the listed MNRE documents on 1 November 2026.
Scheme introduction
PM Surya Ghar: Muft Bijli Yojana is the Ministry of New and Renewable Energy's residential rooftop scheme, in force since February 2024. The benefit is tied to an application on the national portal. This page explains the residential capex assistance only. Commercial and industrial connections are not eligible for it.
Scheme objectives
- A target of one crore residential rooftop systems.
- The guidelines speak of helping households towards free or low-cost electricity up to 300 units a month. That is not a guaranteed bill for every home.
- The application, the vendor, and the distribution company process are tied to the national portal.
Who can apply?
Any consumer with a valid consumer number from the local distribution company can apply on the portal. Central assistance is for a grid-connected system tagged to a residential connection, on a roof, terrace, balcony, elevated structure, or a building-integrated system.
Eligibility conditions
- The system is grid-connected. An off-grid installation is not eligible for this assistance.
- Modules are made in India from cells made in India (DCR). Non-DCR modules make the installation ineligible.
- Assistance follows the DC capacity of the modules, not the inverter size.
- Capacity that already took a subsidy is not paid again. Relocating a system does not create a new claim.
- Madhya Pradesh is not a special-category state. The higher special-category rate does not apply here.
Required documents
The guidelines require the consumer number and proof of the bank account, so the assistance reaches the right account. After installation the portal asks for system details and geo-tagged photographs. The national portal could not be opened on 1 November 2026, so the live screen may ask for further documents. Use the list the portal shows.
Central financial assistance
For an ordinary state such as Madhya Pradesh, the effective rate from 13 February 2024 is the same in the MNRE guideline and in the later compilation. This is not a cap on what the installation costs. The consumer and the vendor agree the price separately.
| Segment | Central assistance |
|---|---|
| First 2 kWp, or part of it | ₹30,000 per kWp |
| Additional capacity up to 1 kWp, taking the assisted capacity to 3 kWp | ₹18,000 per kWp |
| Capacity above 3 kWp | No additional central assistance |
| Group housing or a residents' association, for common facilities, up to 500 kWp at 3 kWp per house, limited by the lower of those two caps | ₹18,000 per kWp |
The guideline's own examples:
- 1.5 kW: ₹30,000 × 1.5 = ₹45,000
- 2.5 kW: ₹30,000 × 2 + ₹18,000 × 0.5 = ₹69,000
- 6 kW: ₹30,000 × 2 + ₹18,000 × 1 = ₹78,000
National portal registration
Assistance is only through the national portal. The portal issues an application identity. The link below is the official address. It could not be opened from this project on 1 November 2026.
Consumer application process
- Apply on the portal with the consumer number.
- Choose a vendor registered on the portal. The price is mutual. The distribution company does not tender the vendors.
- Agree the design and the terms. A sample agreement is in the guideline. The real agreement can differ.
- Feasibility for systems up to 10 kW can be deemed accepted once the consumer-rights rule is in force. Until the state applies it, the state may still ask for documents.
- After installation the consumer uploads details and photographs. The application moves to the distribution company.
Registered vendor selection
A vendor registered on the portal is required for the assistance. Anvi Solar does not claim on this page that it is a registered vendor. Confirm the name on the portal.
Installation process
The vendor installs the system, carries out the safety checks, and explains maintenance and safety. Minimum technical specifications are in an annex to the guideline. The distribution company looks for them at inspection.
DISCOM inspection
The distribution company inspects the system, signs the metering agreement, and may approve the assistance, send the application back, or reject it with a reason. The assistance moves only after that inspection and the portal step.
Net metering
The distribution company installs the meter, or the consumer may buy one from an enlisted meter vendor. Metering the state regulator allows is covered: net metering, gross metering, net billing, virtual, or group. The exact Madhya Pradesh order was not re-read for this page. Confirm it with your distribution company.
Subsidy disbursement
The portal creates an e-token. After inspection it is activated for the eligible amount of the installed capacity. The consumer redeems it into the bank account. If there is a loan, the assistance goes to the loan account first, and any remainder to the consumer. The guideline says the claim is processed within 15 days of the distribution company's approval. That is not a guarantee for every case.
Loan and financing
The MNRE compilation links loans through the Jan Samarth portal. The limit written there is ₹2,00,000. Repo rate plus 0.50 percentage points. The MNRE compilation stated 5.75% a year at that time, for up to 10 years. Described as collateral-free, with no processing fee, and a 6-month moratorium from disbursement for installation. The rate moves with the repo rate. Check the live rate on the portal. The written eligibility includes roof rights and no overdue electricity bill.

Madhya Pradesh consumer guidance
For Indore, Dewas, Pithampur, and Dhar the conversation is with the local distribution company. Madhya Pradesh is not named in the additional state-subsidy table of the MNRE compilation. That does not prove a state amount can never be added. Confirm it on the portal for your consumer number. This page states no Madhya Pradesh deadline, because the documents checked did not give a consumer deadline.
Not confirmed on this page
- The full text of the July 2025 guideline amendment. The central rates on this page come from the 2024 guideline and a later MNRE compilation that repeats the same table.
- The live document list on the national portal, because the portal did not open on 1 November 2026.
- The current text of the Madhya Pradesh Electricity Regulatory Commission net-metering order.
- Any separate Madhya Pradesh household top-up amount.
- Today's loan interest rate. The compilation presents 5.75% as the repo-linked rate at that time.
